Microsoft Copilot Is Moving Beyond Fixed Licence Costs
Microsoft is changing how new Microsoft 365 Copilot Business customers access its more advanced AI services.
From 2 November 2026, new Copilot Business licences purchased through Microsoft’s Cloud Solution Provider channel will include usage-based billing by default.
That means the monthly licence may not represent the complete potential cost of using every Copilot service.
What is usage-based billing?
Some Microsoft AI capabilities consume Copilot Credits according to how they are used.
Microsoft says the new default configuration will support experiences including Copilot Cowork, Work IQ APIs and GitHub Copilot Harness.
This reduces the technical work required to activate these services. It also makes cost controls more important.
An employee or newly enabled agent may be able to consume metered services in addition to the organisation’s fixed licence charges.
Microsoft provides spending controls
Administrators can use Microsoft’s cost-management tools to:
- Create organisation-level spending policies
- Apply limits to individual users
- Control which agents and services are available
- Generate spending-threshold notifications
- Route requests for additional credits through approval
- Monitor consumption by user, agent and service
- Automatically include future services in a policy
These controls are useful, but they still need to be configured according to the business’s requirements.
A default monthly limit is not a replacement for deciding who owns the AI budget and which workflows are authorised.
The commercial question comes before the technical one
Copilot can be valuable when it saves measurable time or improves a specific business process.
Problems arise when licences and metered agents are enabled without identifying:
- The process being improved
- The staff authorised to use it
- The information the AI can access
- The expected monthly benefit
- The acceptable monthly cost
- Who reviews unsuccessful or incorrect results
- Who approves additional consumption
AI usage should be managed as a business service, not as an unlimited utility.
